‚Seasteading‘ est un terme générique désignant des projets de créer des communautés extraterritoriales sur les zones maritimes internationales. Discuté surtout par et autour des cercles des groupes libertaires et communautaires, le projet politique de ‚Seasteading‘ consiste, dans son noyau, à n’être pas tellement gouvernés ou bien d’être gouvernés autrement. Sous les conditions technologiques du présent, nous voyons se renouveler dans le ‚Seasteading‘, le différend entre un discours de rhétorique politique émancipatrice et une casuistique gouvernementale de fondation renvoyant au ‚Contrat Social‘ de Rousseau. L’acte fondateur comprend donc une composante politique normative ainsi qu’une composante infrastructurelle et technologique. Tandis que chez Rousseau cet accomplissement s’achevait et se concrétisait à travers le modèle de l’île et par la main d’un seul héros fondateur, dans le discours de ‚Seasteading‘ il se répartit entre une multiplicité de fondateurs réunissant la planification minutieuse (sur le niveau infrastructurelle et technologique) des ‚floating cities‘ ou des ‚floating nations‘ avec le pathos d’un nouveau commencement collective et politique.

‚Seasteading‘ is the generic term for projects of creating extraterritorial communities at sea, in international waters. Discussed primarily in the United States, but also in Europe in contexts of libertarian and communitarian groups, ‚Seasteading‘, in its political core, aims at not being thus governed or at being governed in another way. Under the conditions of contemporary technology and media, ‚Seasteading‘ gives rise to a renewal of the conflict between a political rhetoric of emancipation and a governmental casuistic of foundation referring back to Rousseau’s ‚Social Contract‘. Bringing about the foundation then comprises a political and normative as well as a technological and infrastructural operation. Whereas for Rousseau this achievement took shape in the model of the island and by the hand of a single mythical hero, in the ‚Seasteading‘ discourse the act of foundation is distributed over a multitude of founders in whose attempts the pathos of the renewed political beginning is joined to the minute technical planning of ‚floating cities‘ or ‚floating nations‘.
